The following monthly rates are subject toCost of Power Adjustments charges each quarter and are based on the total kWh usage. Energy Calculation:  The amount of energy, expressed in kilowatt hours (kWh), used during the month. Customer Charge:  A flat rate charged to every customer. For residential customers, it is $6.56. Cost of Power Adjustment: Rates are set on the basis of assumptions about how much fuel will cost. That portion of the rate fluctuates quarterly to account for the differencebetween the assumption and the actual cost of fuel. Regulatory Cost Charge:  An administrative fee that helps to pay for the Regulatory Commission of Alaska. MOA 2 Percent Underground Surcharge: This fee helps to recover the expense of burying overhead lines. ML&P has been gradually moving lines underground, but a municipal ordinanceadopted in 2005 increased the pace of this work. All customers pay the surcharge because burying lines underground is not a special service, butrather a general cost of operations. Monthly minimum charge: $6.56. Breakdown of monthly charges Customer Charge:  $6.56 Total per kWh:  20.6765 ¢/kWh - Energy Charge: 14.738 ¢/kWh- Cost of Power Adjustment: 5.871 ¢/kWh- Regulatory Cost Charge: 0.0675 ¢/kWh MOA Underground Surcharge: 2 percent on all charges/rates except Regulatory Cost Charge Effective February 15th, 2017 . Rates are subject to approval by the Regulatory Commission of Alaska and may change pursuant to the requirementsof AS 42.05.371 and 3 AAC 48.275(a). DEPOSIT FEES AND BILLING The deposit equals twice the average monthly bill at that location. The account deposit is refundable and can be waived based on a letter of goodcredit from your previous electric company. (http://www.mlandp.com/)   Connect fees, late fees and non-negotiable check charges help cover the cost of providing service. These fees are not refunded.The average billing cycle is 30 days. Your electric bill is due when tendered and will be considered past due if not paid within 25 days of the billingdate and delinquent if not paid within 40 days. HOW TO READ MY METER Each number shown on the above dials or digital displays represents its respective number place. When a pointer is between two numbers or exactlyon a number, record the lower number. Subtract the previous reading from the current reading and you can calculate the kilowatt hours you have used. DEFINITIONS KWH:  This abbreviation stands for kilowatt-hour, a standard measure of electricity. To determine kWh used: watts X hours of use / 1000 = kWh. For example:  100 watt lamp x 20 hours = 2000 Wh. 2000 / 1000 = 2 kWh. Demand Billed:  The demand billed shall be the greater of: (a) the demand read times your multiplier which shows the largest load your service required for any 15-minute period during this billing cycle or (b) 80 percent of the maximum demand recorded during the preceding 11 months. Residential customers arenot charged a demand rate. Multiplier:   A number by which your meter reading is multiplied to determine actual kilowatt demand and kilowatt-hours used. Cost of Power Adjustment:   A billing adjustment reflecting fluctuations in ML&P's cost of generation and purchased power (cost of power). This adjustment is the differencebetween the per kilowatt-hour cost of power that is included as part of the regular energy charge and ML&P's current cost of power. COPA charges areset quarterly. Regulatory Cost Charge:  ML&P collects a utility tax for the Regulatory Commission of Alaska. This charge is calculated per unit of kilowatt hours used. Customer Charge:   A flat charge designed to recover costs associated with meter reading, billing and collections, and maintenance of meters.
