  SECTION XIIIEMBANKMENT CONSTRUCTION AND COMPACTION1301 SCOPE The work under this Section shall consist of spreading materials taken from canalexcavation, structure excavation, side borrow and borrow haul into canal embankments or  protection dikes or approaches to bridges and road crossings and into all other embankments indicated on the drawings; moisture conditioning and then compacting saidmaterials into the desired degree of compaction, all in accordance with the drawings andthese specifications or as directed by the Engineer. All works associated with Sideorrow and orrow !aul perations, and verhaul for canal embankment are consideredsubsidiary works for Embankment #onstruction and #ompaction. 1302 SOURCES OF MATERIALS $aterials for embankment and structure backfill for canal and diversion structuresmay be taken from canal or structure excavation in accordance with Sections %& and &%.%n case where excavated materials from canal prism or from structure excavations areinsufficient or unsuitable for embankment formation, additional materials may be takenfrom side borrow or borrow haul areas not necessarily designated by '%A includingac(uisition of necessary right)of)way and access thereto. *ikewise, materials for  protection dikes and approaches to bridges and road crossing may be taken from sourcesat the #ontractor+s choice including ac(uisition of necessary right)of)way. !owever, possible borrow areas are indicated in the id rawings or as suggested by the Engineer. 1303 COMPACTION EQUIPMENT #ompaction of canal or roadway embankments, protection dikes or approaches to bridges and road crossings or for backfill -if applicable may be done by the use of thesheepsfoot roller, pneumatic rollers, vibratory compactors or other type of compactione(uipment at the #ontractor+s option as approved by the Engineer. The suitability of the proposed compaction e(uipment to achieve the desired degree of compaction must bedemonstrated during the initial phases of compaction operations. The Engineer shall havethe right to re(uire the #ontractor to change compaction e(uipment if such e(uipment isdeemed unsuitable in achieving the specified degree of compaction within a reasonable period of time. /atering e(uipment for moisture conditioning of the embankment materials, prior to compaction, shall be designed to apply water uniformly at the rates re(uired by '%A./ater tank trucks shall be e(uipped with positive shut)off valves such that no leakage willresult from the no00le when the e(uipment is not in used. 1304 METHOD OF CONSTRUCTION TS)1%%%)2  Embankment #onstruction and #ompactionThis paragraph covers the construction of all embankments designated on thedrawings as compacted embankment including the placing of embankment materials to thelow and over excavated areas in the canal. All compacted embankments shall be con)structed to the lines, grades and dimensions shown on the drawings, or established by the '%A on a properly prepared foundations approved by the '%A. 'o ob3ectionable materialsshall be placed on the embankments.4round surface upon which the embankment is to be constructed shall be scarifiedto a depth of at least 25 cm. after clearing and grubbing, moisture conditioned, andcompacted to not less than the re(uired degree of compaction as shown in Table A below.$aterials unsuitable for embankment foundations shall be removed as directed andreplaced with suitable materials and compacted as compacted embankment./here canal embankment is to be constructed across low swampy ground or where the top soil is not satisfactory for foundation as determined by the Engineer,stripping of top soil of the foundation area and compaction will be ordered beforeconstruction of the embankment, stripping and disposal of the stripped material issubsidiary work and will not be measured for payment; 6rovided, however, that whenstripping to a depth beyond 27 centimeters from the natural ground surface is ordered bythe Engineer, the stripped materials below the 27 centimeters free stripping depth will be paid for under 8#anal Excavation8. %n case stripping of the top soil exceeds 27centimeters, the #ontractor should re(uest to '%A for a re)survey to determine the actualvolume sub3ect for payment. &erification and approval by the Administrator should beobtained first before proceeding with the stripping operation.Embankments shall be constructed to the lines, grades and dimensions shown onthe rawings or as established by the Engineer. Embankments shall be constructed inhori0ontal layers which extend the full width of the embankment. Thickness of the layersshall not exceed 25 cm. after compaction. The moisture content of the material at the startof compaction shall have plus or minus 9: of the optimum moisture content asdetermined by the standard laboratory compaction test on soils -AST$ esignation<=. Embankment material which does not contain sufficient moisture for compactionin accordance with the above re(uirement shall be thoroughly mixed with additional water as directed by the Engineer. Embankment material containing excess moisture shall be permitted to dry to the proper consistency before being compacted. After a layer has beenspread for the full width of the cross)section and brought to a satisfactory moisturecontent, it shall be compacted. The degree of compaction in each layer shall bedetermined by the standard field density test AST$ )255. Each layer should attain there(uired percentage of compaction before the succeeding layer is allowed to be placed.The compaction re(uirements for the different types of soil placed in embankments are asshown in the following table>TA*ESoil #lassification and?or 6roctor $aximum ry ensity btained$inimum #ompaction @e(uired 6ercent of %nplaceensity with @espect to 6roctor $aximum ryensity or @oads, ikes and #anal'ormal Embank)mentTS)1%%%)B  Embankment #onstruction and #ompactionEmbankments withroadway-without @oadway and%ntrasite or eeder @oads*, S$ C $*, =5)=<277:#*, S$ C $*, <7)<<277:<5:S#, 277)27<.<<5:<7:#4, 227)22<.<<5:=5:4#, 2B7)2B<.<<7:=7:4#, 297)and above<7:=7:/hen embankments are to be made on hillsides, whether paralleling a hillside,abutting into a hillside or crossing over a hill, the slope of the srcinal hillside shall be cuthori0ontally as the work is brought up in layers. $aterial thus cut shall be recompactedalong with the new embankment material.uring construction, the #ontractor shall keep the top of the embankments at suchelevation and section to provide natural surface drainage at all times. %f the #ontractor stops work on any portion of the embankment on account of rain or impending rain, thesurface shall be graded to facilitate drainage and the surfaces shall be sealed by passingrubber tired e(uipment or flat drum rollers over the surface. efore work is resumed onthe area, the surface shall be scarified to a minimum depth of not less than 25 cm.,releveled, moisture conditioned, and recompacted to the specified density.Should the '%A determine that any portion of the surface of the embankment has become so dry or gla0ed during construction that bond with the succeeding layer to be placed thereon cannot be obtained, or should ruts develop on the embankment, suchsurface shall be scarified to a minimum depth of 25 cm., relevelled, moisture conditionedand recompacted to the specified density 3ust prior to placing of the succeeding layer of the embankment.All surfaces of the compacted embankment shall be compacted to the lines, andgrades shown on the rawings or as directed by the Engineer with the tolerances inaccordance with 6aragraph D79 -b for slopes and surfaces and a tolerance of  27 cm. for  profile surfaces and shall be graded to a uniform slope.#anal embankments for roadways shall be constructed only up to the elevation of the base of the road surfacing material. The road shoulders shall be placed and compactedtogether with the road surfacing materials. 1305 METHOD OF MEASUREMENT  $easurement shall be done by the cubic meter of embankment in its final accepted,compacted position less the volume for road surfacing materials if any, regardless of thesrcin of materials and the re(uired degree of compaction. #omputation shall be by theAverage End Area $ethod for every B7 $ station or by the applicable method suitable for the work involved. The volume shall be the theoretical volume of the embankment ascomputed based on the neat lines or paylines shown on the rawings. The lower limitTS)1%%%)9  Embankment #onstruction and #ompactionshall be the elevation of the ground surface after stripping and the upper limit shall be thetop of the embankment. 1306 BASIS OF PAYMENT The volume measured for embankment as provided above shall be paid at thecontract unit price per cubic meter, the price and payment shall constitute fullcompensation for any side borrow, borrow haul and overhaul operations made, strippingof foundations -where necessary, spreading, blending, moisture conditioning andcompaction and trimming side slopes -where necessary including all labor, tools,e(uipment and all incidentals and subsidiary works, necessary for the successfulcompletion of the work described under this Section. 6rovided, however, that paymentshall only be made after presentation by the #ontractor of a certification issued by the '%A$aterials Testing Engineer to the effect that the constructed embankment measured andcovered by such progress payment has attained the re(uired degree of compaction.TS)1%%%)D
